COSC just recently started accepting FEMA credits raw, but, other than that, all of your reasons are valid. I chose TESC for those same reasons plus TESC accepted more of my transfer credits as upper level and I wasn't going to pay Excelsior to further evaluate some of the credits that weren't accepted right away. TESC gave me two very detailed evaluations without making me pay an enrollment fee. TESC's degree requirements for most programs are also more flexible.
