ALEKS is great....if your decent at math. There are a lot of SL offerings that should work, but I don't think any of them will be Upper Level. Be sure you pay attention to the UL requirement I could be wrong...but I believe the UL Liberal Arts degree requireement is at least 18 credits (if not 30).

The courses are $300 each but University of Idaho has a lot to offer, self paced and at a fair price. Plenty of it is UL too. Find a Course-Independent Study in Idaho-University of Idaho There are others like LSU/BYU/CSU-Pueblo, Univerity of Arkansas....but U of Idaho is cheapest I believe.

I believe FEMA will only count as Free Electives or Professional level courses. Not 100% sure, I didn't use any.
