I know how hard it is to deal with a major policy change mid-degree. I suspect it is an accreditation or ACE issue, too.
That can be done with the Liberal Studies degree at Excelsior. It is extremely flexible. You can not create a major that isn't already offered, but you can work with your advisor to create 1 or 2 Areas of Focus (minors) within the degree.
