It seems that these parents are essentially "homeschooling" after school hours, and the children whose parents are not "afterschooling" have little chance of success.
The government provides educated instructors with the ability to teach different subjects. The parents and students are responsible for being engaged and ensure learning. It's no different than the arguments made on this forum that you get what you put it for college education. The government provide police, but you are responsible to ensure to the best of your ability that you don't put yourself into a situation where you need the police. Why should the government be soley responsible in ensuring your children get the educating you pay for?

Don't waste time by trying to save time. The only sure way to complete your degree is to knock out credits quickly and efficiently.
Don't let easiness bite you in the rear. Know your endgame (where you want to be) and plan backward from there. Your education is a means to an end.
Be honest professionally, socially and academically. There are people (especially little ones) who look up to you and they're going by your example.
Be proud. Whether you're an Engineer or Fast Food worker, there is honor and dignity in hard work.
Picking on people weaker than you only proves that you are a weak person.
