How? They could nominally "accept" unlimited transfer credits, but nonetheless also have, described separately, a University of Oregon residency (residence) requirement, that a certain amount of credit must be earned from the University of Oregon.
Which is exactly what they list here. See the row "UO Residence Requirement." 45 quarter hours of their bachelor's degrees (which are a total of 180 qh or more) must be completed in residence at UO. What's more these are, for a BA or BS for example, "45 after 120." After your first 120 quarter hours counted from all sources, you need at least 45 quarter hours from UO, even if some or all of those first 120 qh are from UO.
