In the HES syllabi I've seen recently for courses offered for graduate or undergraduate credit, there are by far most often different work requirements for graduate and undergraduate credit. Assigned, basic readings are often enough the same, but of course if you're doing, for instance, an additional 15-page graduate-level research paper you should be expected to draw on additional scholarly sources for that.
My sample is mostly from biology and psychology. It may vary by department. Where's your sample from? And while you say materials are the same, are assignments in the courses also the same?
