You can email the registrar directly @ registrar@tesc.edu and attach the approval. I would email followed by a quick phone call. Otherwise they may just forward the email back into the advising queue. If that does not work you can request a formal appeal (see link below), your request is then forwarded to a Dean/Asst Dean. There is still no specific written policy so students are at the mercy of the college. Past procedures are no longer applicable.
There seems to be much going on behind the scenes...so as AngelaP hinted, you may end up taking another course but it never hurts to try. Especially since you had approval in writing. Good luck!
