In the end, each person trying to complete a degree has a unique situation in terms of credits completed (or not yet completed) and life goals. Really, the best one to choose may be the one *you feel* you are most likely to succeed with.
With partner pricing, Excelsior's BSLA is not a bad choice if all you take is the Capstone. Their Capstone, albeit a lot of busywork, may seem much more manageable to a nontraditional student than TESU's Capstone.
Some Excelsior advantages:
-No Cornerstone (COSC and TESU)
-Beginning Algebra fulfills the math requirement (TESU needs Int. Algebra/ Liberal Arts math, COSC needs College Math/ College Algebra)
-BSLA is extremely flexible and allows depths in both liberal arts and professional subjects
-Excelsior offers lots of credits for IT certs (COSC offers some, TESU notsomuch but a few)
-No science lab requirement (COSC)
Back in the day, TESC seemed to be the clear choice for many people- no Capstone, upper levels were sophomore level on up, lots of free FEMA credits, etc. However, now that things have changed, it behooves potential degree seekers to consider all options and determine which college offers them the greatest likelihood of success.
