If you have to take traditional course, where is cheapest?

For those of us who can't swing some of the testing/alternative credits, what are the cheapest online 2 year and 4 year colleges?

I'm wondering if my best path might be to do what alternatives I can, take traditional classes at a cheap college, and then transfer everything to the big 3 toward the end of the degree.

If it matters, I am an active duty military spouse, and I currently live in New York.
