No other institution does this, there's no reason for study.com to do it either. If they share your concern, they can just increase the delay between retakes like everyone else does. At least this way you can begin studying right away for the test in two weeks, instead of having to wait two weeks to learn if you even have to study more -- which will take even more time.
It does make sense if you think of it in the context of the interval-based subscription model they use though. The longer they can delay giving you the information you need, the longer you'll keep paying.
