And I ask, how would they know that you need to pay it until it's determined that you're ready to graduate, but haven't gotten the residency credits???

Nobody said this. You should pay before you *apply* to graduate, not before you are "ready"; Most people would know since the academic evaluation will show all of their credit requirements are met. At which point they should pay the waiver *then* apply for graduation. This is the info I got from advising (Patricia Certo) as well as the Bursar I spoke to when I called.
