You apply to graduate when you expect to have all your requirements in time to graduate. It's pretty normal to have the last few requirements still in process (whether TESU courses or transfer credits) when you apply. That's why dfrecore said they don't have any way to be sure that you won't meet residency by the time the audit is done. However, they can easily add up the resident credits you have and any you are enrolled in to see whether you can meet residency or not. If you aren't enrolled in enough to put you over the limit when you apply, then you won't magically have enough by the time you graduate.
