I don't think COSC will be the cheapest, because some of their requirements aren't able to be found inexpensively. So if at least a couple classes will cost upwards of $500 each if you're lucky, then the degree suddenly becomes a lot more expensive than others.
I would have her create spreadsheets for COSC, EC, TESU, and Patten. Compare them all and see what you can find on cost. They will all be different.
