That's not what I would do. I would apply now, take at least 2 Study.com courses, add the Study.com affiliate membership to your enrollment, take ANY TECEP that you think you can pass to enroll and lock in a catalog, NOT take the Cornerstone (waiver with Study.com membership), and then yes, be prepared for your RW to go up after June 30.
Not sure where you got the idea that the Cornerstone locks in per-credit pricing, because it doesn't. The Cornerstone doesn't lock in anything. And the discounted per-credit tuition plan pricing will only be in effect for any TESU courses that you register for before June 30 due to the Study.com membership. So if you don't register for your capstone by then, there is no way to "lock in" any sort of pricing.
