It's a strategy to be in line with ACE's recommendations. I'm sure they would like you to take more courses through them, but the reasoning seems more related to how ACE evaluates the credit.
You should try to appeal based on the information TESU has posted online, on their own site, and possibly based on when you took these courses (esp if they were done before the end of Dec).
