The way they did it was TECEPs on the books by a certain date counted, and continued to count for those folks, but they couldn't use any taken later. I'm quite sure as there was a mad dash by folks to squeeze the last TECEPs in, similar to the one the following year when they eliminated the Business Capstone TECEP.
