As far as just studying goes, Android should work with most of them, especially if you have tablet big enough to use the desktop version of the sites. You might have to go to a library or otherwise borrow a computer to actually take your exams since the proctoring usually requires Windows or MacOS.
That said, a PC for this use does NOT need to have impressive specs. Try your local thrift store to find used sub $100 PCs that would be adequate. Universities also often sell surplus PCs that are totally usable. Also ask around your social circle. People often have old computers lying around they would be happy to see get used.
