My webcam is just too grainy. While I am at minimum spec based on looking at Proctor U's site (just as a reference), the 640x480 resolution is just too poor. You get what you pay for. I am going with Proctor U's recommended specs so I just ordered a new 1280x720 webcam. I know SDC is not using Proctor U, I am just using their recommended specs as a reference.

never used Proctor U before, but I was curious
so I followed that link and it contains another link "To test your equipment, visit our Test it Out page."
so I tried it out and apparently ProctorU requires Flash

no --- I'm not doing that
browsers have dropped support for Flash for a reason
"Adobe will stop supporting its Flash Player browser plug-in by the end of 2020, the company announced today. (07/25/2017)
...
Browser makers were years ahead of Adobe's announcement because Flash is seen as a general security problem. They've already initiated efforts to restrict Flash from running in browsers, except with user consent."

so does ProctorU really require Flash ?
