That's not in evidence on the international student page. The TOEFL and the IELTS are the only eligibility requirements listed except under the PLA section where English composition is mentioned.
I emailed TESU earlier about taking TECEP.
They replied: " You can transfer your TECEP exam credits towards a Bachelor degree at TESU. However, in order to enroll in a TECEP exam, you must apply to TESU." Which as an international student is only possible if you provide them with previously mentioned credentials
But you are welcome to recheck with TESU
