There are many other reasons to have issues with WES besides their take on ENEB. Long history and lots of people left with issues from them. They're the most respected in academia, but also the most polarizing amongst the general public.
Most schools are not going to take foreign degree credits straight-up with no FCE behind them. Some will, most won't. So the evaluation is needed most of the time if you're looking to transfer. I'd ask beforehand what a school's policy is on the intake of FCE's and then go from there. Excelsior, TESU and many other schools want an FCE, and you're unlikely to get any credit if the evaluation turns out a "non-accredited" result, so there's that.
Right now, we know for sure that ECE gave an RA Bachelor's result, so I'd go with them.

You may not want to negotiate that because ECE has given the most favorable evaluation of ENEB programs for the route you're trying to go.
