Unless the degree program specifically mentions that they want applicants who don't owe anything to undergrad institutions, it should be ok... but please do your own research
Like I said, not requiring an undergrad record in order to ADMIT someone is not saying that they will confer a degree if you owe money and have been reported to the NSC. Completely different thing.
