Charter Oak grad here. I would advise you to go with you UMPI. It's a brick and mortar school. I don't agree with it, but there is still a stigma out there about online-only schools.
I also don't have a high opinion of the quality of platforms, instructors and curriculum at COSC. In a nutshell, cosc is just not a very good school.
If I had it to do over again I would have gone somewhere else.
