Plagiarism detected on Sophia Touchstone?

Did software just give you a result that a percentage is similar, or did a person grading it take off points for it?  If it just came back that way from Turnitin or similar software, it's probably no big deal.  I turned in something just last week.  It said 28% similar.  But all of it was within quotes, references, headings, etc., so I didn't worry about it, and it wasn't a problem. That 28% was like 1% of this paper, 4% of another, and so on.

Software rejected it, and said it wouldn’t be graded, and to resubmit.
