I know a little about LiquidWeb. They're a large provider with multiple bandwidth providers, so this is definitely a problem with LiquidWeb, not Comcast or ATT or anybody else.
It's hard to know what's going on. When I did a little digging, the particular server I'm hitting is host3.degreeforum.net, implying that there is more than one server serving degreeforum. If that's the case, it's very possible something is screwy with the database server or the database itself.
Additionally, the ping time is unusually long when I checked it.
Just rebooting the server is highly unlikely to solve an issue like this; someone should be looking at server logs and figuring out what's going on. There are a bunch of things it could be, including a DOS attack on one or more of the servers, but if this is going on for days, that's pretty bad that there isn't anyone paying serious attention to this.
