Unfortunately, $5k for a widely-accepted CS/IT degree is going to be a little tight. Going to UMPI and then PUG would cost way over $5k.

University of the People would be cheaper. I think their CS degree is closer to $3000, if you use credit from other sources. MrPanda is currently attending UoPeople and can assist with possible transfers.
However, I don't think a UoPeople degree is technically valid in Canada and it's not going to be valid in all EU countries. You couldn't really use it in Germany, for instance, but you could probably use it in the Netherlands, Spain, Italy, Croatia, and maybe France? I am not 100% sure and you'd need to investigate each country individually.
If you maximize transfer credits, a UoPeople degree would take about a year to complete.
