What you've written is more of a 'brush off' those questions, thus you're not providing too much of an overview picture of your situation. Penn State is a good program, it's a public/state based institution, guess what, most of the ones mentioned here such as TESU/UMPI are the same, they're public/state institutions.

SNHU, WGU, are private non-profit institutions that we recommend along with others such as PUG, it really again depends on your budget. If it fits your bill/budget, there are other programs that are within budget from Coursera/Edx partnerships that are much cheaper if you take online vs in person... research your degree/institution of choice and pick from a short list of them, report back to let us know what programs/institutions interest you most and decide from there.
