It's rare to find any college accept the foundations courses as they are at a remedial level from what I have seen. While one person may excel at math, many adults do not excel at math for a number of reasons. For many of them, it's been over a decade (or multiple decades) since they completed a high school math course. The math courses today in high school are very different than they were back in the day. Every state also doesn't have the same math courses for high schools neither are the same level.
I wouldn't argue with colleges who are accepting any ACE credit about what they are accepting. I'd just be happy they're accepting ACE credits at all because most do not. And the colleges who do accept the courses aren't accepting them based on the title. The faculty actually review the syllabus and compare it to what is taught at their college. UMPI does this on a regular basis. I imagine other colleges work the same way.
