Yes any course which fulfills more than 1 area of the GEC is only worth 3 credits. You only took the course once. Yes all degrees require a minimum of 120 credits. The GEC must be at least 40 credits. You'll have your minor courses which is 18 credits. You'll have to complete at least 40 technical credits. And the remaining are general electives.
Yes you will need to complete a minimum of 10 courses - 30 credits - at UMPI. UMPI's catalog also says 12 of which must be in a selected minor and 18 of which must be upper level courses (300- 400). These 18 upper level credits taken at UMPI may be taken as part of the GEC, the minor, or as elective credit. I don't know if they're still enforcing this.
