In general, yes, but they'll let you register and take the capstone once you've reached 100cr, so doing it during a final 15cr term is fine.
I took the Env Ethics TECEP and used the Saylor Env Ethics course as prep. It's a tough test with 5 essays and requires serious self-study to pass. A lot of TECEPs are like that. They are not easy ways to get credit, they are merely cheap and if you know the material and are a good test taker, they can be fast. I did it because way back in the stone age, there weren't many other choices to meet the ethics requirement, I probably wouldn't choose it now.
I do think you should probably do all or most of your ACE credits (like Sophia) first, if you're unsure about which path to take. Withdrawing from a TECEP is exactly like withdrawing from a course. You have to do it before the deadlines to get your money back.
