Cheapest U.S. degrees at regular price that you don't have to speed through to save money are probably University of the People (secular), Newlane College (secular), and Nations University (religious). University of the people also offers scholarships based on need. However, all these are nationally accredited rather than regionally accredited, so you'll have to figure out if that matters to you and for your masters, and I don't know how they work with FAFSA. UoPeople and Newlane have generous transfer policies (up to 90 credits).
