I see lots of recommendations to first acquire as many credits as possible 'before' applying to schools but how do you know for certain what you will need before applying?

We generally recommend applying first to see where you stand. Most schools will accept transfers at any time, so there's usually no advantage to waiting (except Excelsior because they now charge for extra evaluations). WGU does not allow transfers after you enroll, so regardless of when you apply, make sure not to start at WGU until all your transfers are complete.
