I think you may be misinformed, I talked to Walsh (briefly) and they are aware of Great Learning and the collaboration to award a DBA. Walsh even links to the Great Learning site on their own website, so everything looks legitimate to me. Like it was mentioned earlier in this thread, Northwestern University has a similar setup with their Masters of Data Science where it is ~1/5 the cost of their on-campus program.
I do agree that it seems that this program is primarily targeted towards individuals in India, but it's nice that this program doesn't require residencies in India nor prevents US residents from applying.
