No one's really said. But starting with my ED780 term (last term), they've pushed the Applied Research Project topic approval and site approval from ED810 to ED780 -- which, in my opinion, was a very good decision. (ED810 is still stuffed as it is -- chapters 1 and 2 are due in this class, which is 40-45 pages.) So since they're making ED780 more part of the ED800s sequence, to me it does make sense to require it to be taken alone, same as the other 800s classes. The cost difference between 8 and 9 terms is minimal -- maybe $300 -- so it's mostly just added time, which for a doctorate I think is reasonable.
