California is going to be difficult to find. Your best bet is look into private schools. Here’s my experience with ACE and California, keep in mind that these experiences are from 5-15 years ago:
-community colleges, started accepting SOME CLEP a few years back. They didn’t even accept military transcripts for more than to waive Phys Ed requirements
-California State Universities, may have changed but they use to list CLEP as possible and limited
-Universities of California use to just list AP’s and maybe a vague statement about other sources that never really meant anything
Some possible options in NY:
-SUNY Empire accepts some ACE (Sophia, etc) but my wife transferred out before we really looked into which
-NYIT has ACE listed on their site as accepted, and I have heard of some people using Sophia classes there. Not sure which ones, or how valid that is.
