Yup, he should check beforehand if the German university accepts credits by ENEB, even so they are "evaluated". German universities can be quite picky even requiring proof that the credit matches the modules of the subject you want to study. In my current masters I had to proof that the credit was earned from a module that nearly 100% matches the moduleI would want to substitue it for. Even switching from one German university to another can be a real pain in the butt.

And since Spain and Germany are both within the Bologna-Area there is no need to have credits evaluated by ECE or such. If you have a transcript from UI1 with the ECTS you should be fine if it matches the modules you want to substitute.

according to the  "Äquivalenzabkommen" between Germany and Spain, only an official degree is valid. So, even if someone actually graduates from Ui1, if it's a propio, it won't be accepted. do you think a german uni would accept any EU degree without evaluation?

True - can't use a propio from Spain to start your doctoral studies in Germany, same goes for Austrian Masters from "Hochschullehrgängen" or Masters from continious education. This cases are outside Bologna - same goes for "MBA" in Czech Rebublic, which isn't considered a Bologna-conform degree.
But you don't need the degree or courses from other schools to be evaluated for Northamerica to use the credits in Germany. The university can decide case by case if they accept your education in lieu of some credits or instead of some missing requirements.
I only hold a Diplom (FH) which equals 180 ECTS. Since you need for a Master 300 ECTS in total, according to Bologna, I was very limited in chosing a program. Currently I do a 60 ECTS Master. The missing 60 credits the school squeezed out of some credits I got on some certificates and by accepting my professionel experience. But that was case by case.

So I guess we are both right: They don't have to accept it and they won't accept ENEB or UI1 to start your PhD, but they might accept the courses and give you at least some credit. :-)
