It really might not be the employees' fault for not knowing, as this information must be disseminated to them from above. I think many people are somewhat happy with ENEB and displeased with ENEB at the same time.
Well we have some definitive answers here from Italy.

Whether is a 1st level or 2nd level, neither grant access to a Doctorate level programme in Italy.
Primo Livello is a second cycle program, with 60 ECTS via the Bologna Process, and is EQF Level 7 as are all postgraduate certs, diplomas, and degrees in the UK.
Secondo Livello is considered a third cycle program, so it is grouped with doctorate degrees and is EQF Level 8. Thus it is the highest level, non doctorate professional degree achievable in Italy. It does not however, allow access to a PhD program in Italy.
Whereas a Laurea Magistrale, although is a second cycle program, is 120 ECTS and can be used to go into a PhD programme. Technically it is a EQF Level 7 but it opens up the door to a PhD in Italy. Laurea Magistrale is an academic degree, whereas the Livello 1 and 2 are professional degrees.
Primo Livello is still above a titulo propio and may get RA accredited evaluations provided there is a thesis completed. Through the Bologna process and ECTS, it is a step above the propio because of the thesis, as well as being recognized by the Italian government (Official).
Secondo Livello is definitely much better than a Propio and is an outstanding professional achievement
So it doesn't look like a huge deal, but it is a little better either way. At the end of the day, if we learn something more, and we have a nice award to show for it, I think it can be worth it.
Also, if we think about it logically, the Italian system goes something like this
Bachelor's to Laurea Magistrale (2 year Master's 120 ECTS) = Qualifies for entry to PhD programmes.
Bachelor's to 1st level Master's (Master Universitario Di Primo Livello 60 ECTS) = Qualifies for entry to Level 2 Master's and possibly DBA in the UK and US, etc.
Bachelor's and 1st Level Master's (60 ECTS) to 2nd Level Master's (60 ECTS) = 300 ECTS total from 3 degrees and a Thesis: More likely to qualify for DBA in the UK and US, etc.

- If it is a transfer, the 60 ECTS from ENEB, the titulo Proprio can be accepted by Unimarconi as a first level master's, and thus awards a 2nd level master's. That would make some sense. Arguably there would be no substantive transfer of anything, it is more like a marketing scheme to enroll students, making them feel like they got some transfer credit.
- The other scenario is that they cannot accept the titulo propio as a first-level master's, so they allow the transfer of completed ENEB coursework, add more requirements such as an exam and thesis, which helps earn a 60 ECTS first level Italian Master's. - This is entirely plausible.
