Please name a country where ASIC accrediatation grants institutional recognition as a degree-granting institution.
Accrediting bodies attest to the quality of the education, not legalize, authorize, nor award degree-granting status. Countries, through their respective education systems can recognize accreditors, but that would not supersede their laws about degree-granting authority.
Is there one accreditor that grants institutional recognition as a degree-granting institution?

As for France, French Law determines who can grant degrees - Private Institutions, more specifically distance education centres, can award diplomas, certificates, and degrees under the French Education code under adherence to the following sets of rules, and thus function as a private degree-granting institution:

They effectively function as a private university under that set of laws, however:
L731-14 of the French Education Code (Code de l'éducation) says no private institution may use the French term université, thus in France no private institution is a université

Private institutions typically brand themselves using terms like école (school), institut (institute), or grande école (Big School) - however grand école are fully French State recognized and are on par with French public universités
Using the English term "College" or "University" is not unlawful under French Law.
