Yes- this is true. If you use them -and "use" means include in a transcript that resulted in a degree, not actually "used" toward your degree- they are locked forever. You will never be able to pull them out and get a second degree....but since you are finishing your bachelor's degree- you are done- you could move onward and upward.
The process of taking credits off, I believe, is usually simple- you have to ask, maybe in writing, but they should do this for you if you want.
Rather than a second degree- if you really want something, do a double major- you graduate with one fee, not 2- and your transcript reads 2 degrees anyway.
