In brief, I've written about institutions in several countries, such as India, Malaysia, Philippines, etc. U of Philippines OU isn't a flagship university, but will do the job for getting you a well rounded education for the price. Take some time and do a search and review of their offerings and what's been posted on this board and the unofficial sister forum (DegreeInfo). With UoPeople getting RA, you can get a slightly different degree, MEd Advanced Teaching (IB), as an alternative option.
