Looks like ECE exams in theory can be taken here. I will go there and let everyone know, and see what the costs are.

I am not sure how TECEP exams are set up. I may be misunderstanding it, but this post gives me the impression that you would only need a proctor for a TECEP exam and not an official test center. If that is true, find out the rules for a qualified proctor and see if you can get one at your local library or college.
