COSC | Is there any residency fees
#1
My friend is planning to complete COSC - associate degree and transfer to WGU for bachelors. Is there any residency waiver fee ($2800) like TESU?

No, there are no residency fees, but they do have enrollment fees. So, my suggestion is just to apply when you have almost all the credits done, for the associates the only course that is needed at COSC is the Cornerstone.
In Progress: Walden MBA | TESU BA Biology & Computer Science
Graduate Certificate: Global Management & Entrepreneurship, ASU (Freebie)

Completed: TESU ASNSM Biology, BSBA (ACBSP Accredited 2017)
Universidad Isabel I: ENEB MBA, Big Data & BI, Digital Marketing & E-Commerce
Certs: 6Sigma/Lean/Scrum, ITIL | Cisco/CompTIA/MTA | Coursera/Edx/Udacity

Thanks, He has done IELTS. WGU is giving exemption to TOFEL if he does associate degree from any regionally accredited university.

They don't have a residency waiver, but they do have per-term fees, so it's best not to enroll until you're at 114cr (or something close). One option is to enroll when you've finished your requirements for GE, and have 57cr, and can take the cornerstone to graduate with your Associates. While you're a student, I think they will discuss a concentration with you. After you finish your AA, you're done and no longer enrolled.

Then, after you graduate with an AA/AS, go back, take all of your courses needed, including UL, and Concentration, and then re-enroll and take the capstone, and graduate with your bachelors.
