Pennsylvania State University offers an online Doctor of Education program that requires only 37 credits. Of the 25 required credits, 6 are capstone experience credits. The other 12 out of 37 are electives (of which the school may accept transfer credits). The cost is $1027 per credit, which is not so bad given PennState's reputation.

credit
Students will meet for an intellectually stimulating five-day, in-person summer summit at the University Park campus. As part of the residency requirement, the summer summit includes members from all doctoral cohorts and provides a series of workshops and professional development opportunities to enhance the online learning experience with face-to-face conversations, mentorship, and research skill development. Each student will complete a minimum of one in-person summit, and students are able to attend more than one summer summit. Costs for travel, lodging, and meals are at the expense of the student.

Many doctoral programs have a residency requirement. I've seen some that have an annual week or long residency. I saw one where it had 3 week annual residency and another with a 5 week annual residency. Those 2 seemed to make completing their doctorate degrees online really difficult. I don't know many people who can take off work for 3 or 5 weeks especially every year for 3+ years.
