I'm sorry for this question, what is Hague Apostille used for? Does Hard-copy + Physical Notarized Copy work in most cases?

The Hague Apostille is used as a form of universal notarization in countries that are members of the Apostille Convention.

Kind of useless for the US, but can be worth it for other countries.

This is what I would recommend, if you're using this for personal enrichment or learning, basically to get a better grasp of the subjects being taught and you want it to be somewhat recognized in the US, an academic evaluation is sufficient, there really isn't a need for the extra Hague Apostille. Having said that, if you're not in the US, skip the academic evaluation unless you would like a NARIC evaluation. The only time you really need the Hague Apostille is for those countries not within the EU or US/UK but recognize the HA for academic uses.

True, I would still only recommend getting the HA if it's an absolute must for recognition. For countries that will take a simple "internal" evaluation and deem it acceptable already, then there really isn't a need for NARIC evaluation or the HA stamp.

The HA has only one purpose. To certify the attached document as genuine - not a forgery. It has nothing to do with the validity of whatever entity issued it. Degree mills often tout it as some "Holy Form Of International Accreditation." If Euro countries require it - it's only as a guarantee against accepting a forgery. It often serves as the handiest device for degree mills since the invention of the laser printer. They tell you that people will believe implicitly in ANYTHING that has a HA attached. Unfortunately, once in a very long while, they're right.

"Dumbford University" may operate from behind a peeling doorway in Karachi, Pakistan - but when they attach a HA to its spurious degrees, the Dumbford Deans (an unscrupulous grocer and his enterprising stock-boy) raise the price from $2000 to $4000 - and Dumbford U. is the new Harvard of South Asia. (It's NOT!!!) All it means is that it actually came from the REAL Dumbford U (mill) - not Seven Dwarfs University, the other mill, two blocks over or anywhere other than Dumbford.

The only time you should get a HA is if some Euro (or US) sticklers flatly, positively and absolutely require you show a HA - and say so, Otherwise, it's a useless waste of money. In fact, be VERY careful indeed, if a school you haven't seen before starts talking about its degrees being first-rate because they're apostilled. Not NEARLY always a good sign.

Eneb + Hague Apostille = ? In my opinion the purpose the Hague Apostille is being muddy in this tread. I am not sure how Eneb has this effect on a group of so-called intelligent people. For example diploma mill + Hague Apostille = diploma mill but documents now verified as authentic. Has nothing to do with accreditation.

Getting a Hague Apostille on something is (from an American point of view) nearly exactly the same as getting it notarized. An evaluator may want an apostilled document to, for instance, assert that the document is coming from where it claims to be coming from. Getting it evaluated or otherwise accepted is secondary, but there are good reasons to want a document apostilled.

@Johann, I just had a LOL moment. When I read your post with "Dumbford University" and read Dumber's post... the first thing that popped into my head was Treadeau's haircut! Anyways, yes, I agree and I mentioned I wouldn't bother with the HA or even an academic evaluation unless needed... My purpose for the ENEB programs was for learning/prepping me for business writing, taking them allowed me to retain a bit better the info, I am not using them for transfer credit nor entry requirements to another program.
