Emporia Library & Information Management (PhD) $21,095
This is one of a few PhD programs that are inexpensive! Especially since it's RA!
The 3 concentrations are: Instructional Design & Tech, Info Systems, Informatics

What I was thinking is, if I don't go for an IT PhD I can always settle for something similar.
This is a PhD and does have a concentration in Information Systems or Informatics.
If I wanted to go into "education", the Instructional Design and Tech seems good.

I think the requirements are an acceptable Masters, it doesn't say if it must be in Library Science

NEW ALL-ONLINE PH.D. PROGRAM DELIVERY
(Announcement, 10/14/2021)

Beginning in fall 2022, all Emporia State University School of Library and Information Management Ph.D. courses will be delivered online with some required synchronous sessions. There is no residency requirement. There will be strong, online faculty presence with students.

This is an awesome move for them. They also have ALA accreditation and that is HUGE in my field of records/archives.

This along with an MLS would be a very competitive resume for librarian positions
