According to the Excelsior Catalog these exams are Upper Level:

How many Ul credits do i need, 12 right? Can i pick any UL credits? Can I use some of the TESC exams?

For a BS-L from EC, you'll need 21 upper level arts & science credits, and 9 upper level credits that can either be applied professional or additional arts & science.
