Has anyone taken this course at TESC and if so, what does the syllabus mean when it says :
"Your final project includes three requirements: complete the paper itself, post a presentation, and comment on other students' presentations on discussion forums. "
What is a "presentation" in an online course? Is it just a discussion forum post or do I have to make some kind of video? lol

I'd guess it is a Powerpoint. I did one of those for my online masters course (not at TESC) a few weeks ago.
My completed "non-traditional" credits include 27 credits from CLEP, 30 credits from DSST, 6 credits from ALEKS, 19 credits from FEMA courses including PDS, 3 credits from NFA courses, 10 credits from ACE Workplace Training, 3 credits from a TESC TECEP exam, and 3 credits from a TESC PLA course.

You might want to find out for sure. If it is a Power Point then the instructor is probably pretty lenient on the grading and is looking for the content rather than being overly fancy. You just use a template from the software and fill in the data.

Is powerpoint expensive and is there other software that does the same thing that's cheaper? or free?

you can use openoffice.org it has all the same features and is free.
I recently completed the Marketing research course at TESC. it had a similar requirement. You will do a Powerpoint presentation of your final work and other students will critique and comment on it. You would then defend or discuss the comments.
One note, I only got a B+ in the class because the first two discussion had no replies to my discussion posts. ( we were required to post on other posts) My suggestion is to not only post a response to the question, but to also formulate question to other students that will elicit a response from at least the instructor. ( after I did that on future posts i received full marks)

Powerpoint is not that hard to learn and will come in handy in many work areas. I took a 45 minute free course at my kids school years ago and then experimented and played and now I can do a decent presentation.

If the requirement is just to submit a powerpoint presentation you are in luck, if it's to present the presentation on video that's a whole other ball of wax. I know that for my capstone I had to literally submit a 5-10 minute video presentation summarizing my research topic and I was graded on this presentation. Classmates were also required to comment and discuss and also fill out individual grading rubrics for my presentation. This counted toward my final grade. If its a video you need to submit, it shouldn't be too difficult. You can probably throw up a couple powerpoint slides and just talk about them for a few minutes and be done with it.

Hmm I wish someone who has taken this course recently could clear this up. Or I wish the syllabus was clearer.
I have a huge workload for this term and I don't think I'm up for learning powerpoint or making a video at this point in time for a nonrequired course.
