"I don't want to merge yet!" Merger-Pause

So, Castleton is trying to fight off a merger (or at least pause it for a defined time) with two other Vermont colleges.  I, for one would think it's a good thing to keep their school running as is, but the other part of me is saying, why not merge to create a State University and consolidate duplicate programs.  I guess it all depends what they're trying to accomplish, Link: Castleton Faculty Fight Merger of Vermont State Colleges (insidehighered.com)

Vermont has lost several colleges over the years. The population of Vermont is significantly older and few are going to Vermont to attend college. Castleton has been in trouble for many years. Delaying the merger may just end up closing the college down. Not sure how that would be any better but I'm not a professor there trying to keep my job.
