Is there any way to access the Peterson's dod mwr as a civilian? I am willing to pay for the practice tests, but can't find them anywhere aside from the DOD MWR.

Only if you have a direct affiliation with the military (ie. you are active/ reserves/ retired, you are married to someone who is, or if you are/were a dependant of someone who is). Peterson's site offers a few practice tests for free but the DOD MWR site offers free practice tests for nearly all subjects. You would have to register with them directly of which they do ask for details regarding your military affiliation to valid your eligibilty on their site.
Hope this helps & Good luck!!

PCS the Inspire site only has 3 or 4 DSST's available and the Petersons CLEP site does not have any.
It seems the only way to get practice for the other DSST's is through the DOD site. I wonder why they are not offered for a fee?

For some reason, using the link straight to TERC never works for me. I always need to use the pass-through link at the library.
I am sure the answer to this next question is obvious to a lot of you, but I really have no idea. Does being a veteran of the military count towards the free access at the Peterson's DOD MWR website? If so, I could have been using the materials on the site for this whole year. Thanks for your help!

Yes, if you are a veteran you can use the site. I am a veteran and had no problems signing up for my wife to use.
