Is the TECEP Org. Behavior exam similar to the Dantes Org. Behavior exam? If so, would you guys recommend using the IC flashcards only? What have your experiences been with that TECEP?

I have not taken this yet, but I will pretty soon (the DSST, not TECEP). If there's a specific exam feedback for that one, I'm sure you can find your answer there.
Are you taking both of them? I imagine they would duplicate credits.

I understand the tecep is more difficult than the dsst.

I've already taken the DSST, so would they accept two org behavior exams?

No, they do not allow duplicates

what level? 100, 200, 300? and are you referring to a tecep or just a test they will accept such as dsst or clep?

No prob...can't help you with teceps could have answered re dsst. Maybe check the specific feedback section.
