I'm trying to determine if the 300 and 400 level cybersecurity courses offered at Study.com will transfer to COSC.
For example one would think that the Study.com course, CS331: Cybersecurity Risk Analysis Mgmt, would be equivalent to the COSC course, CSS203: Managing Risk in Information Systems.
Any thoughts or experience with these?

That particular course does not appear to be eligible for credit through Study.com

How did you determine that? Are they tied to only what ACE says?
Can we call COSC and ask our advisor?

If you view the course list at Study.com, the ones that are eligible for credit have a little badge indicating as much. See the following list:
https://study.com/academy/subj/computer-science.html
A few courses (for example, Business 109: Intro to Computing) have a badge indicating they are credit-eligible. The course you mentioned does not, indicating that it is not currently a for-credit course at Study.com

OK, that makes since. That's discouraging, maybe I should look at WGU for a cybersecurity degree. Thanks for your help.

Yes, you should definitely look at WGU for anything IT related; the WGU cybersecurity program is superior in that you earn certifications as well as credits, plus it is generally cheaper and faster than the comparative degree via TESU or COSC. You can bring in up to 90 credits towards the degree.

WGU is a better option for a Cybersecurity degree at TESU/COSC. TESU/COSC have a lot of specific requirements, and many don't have test-out equivalents. It will be expensive.
And at Study.com, they have some courses that aren't worth credit - you check with ACE/NCCRS to see, but it's just easier to look for the little green badge.
